In January 1973, CIA Director Richard Helms gave a verbal order and the MKULTRA files went into an incinerator. Nobody wrote the order down. Four years later, a clerk's unexplained filing decision surfaced seven boxes at a records center outside Washington. Eight thousand pages, all of it accounting.
